The conflict around Nagorno-Karabakh was one of the first of its kind in the former USSR. Over the past quarter of a century, it has transformed from an intercommunal and inter-republic conflict within a single state (the USSR) into a protracted confrontation between Armenia and Azerbaijan with the prospects for resolution being unclear.
In its worldview, Russia is a great-power chauvinist and a hard-power athlete. Modern Russia is a status quo player focused predominantly on its nearest abroad. Neither Russian security priorities nor its resources compel Moscow to project power beyond one thousand kilometers from its borders. The basics of Russia’s security strategy are simple: keep the neighboring belt stable, NATO weak, China close and the United States focused elsewhere.
Heading into the weekend, the leaders and diplomats of the twenty countries with the biggest economies were busy preparing for the G20 Summit, which is taking place in Antalya, Turkey. There are many issues on this year’s agenda – from problems in the world economy and finance to refugee issues, the fight against terrorism and resolving the Syrian crisis. However, in light of the Nov. 13 Paris terror attacks , the issue of fighting terrorism and, in particular, the Islamic State in Iraq and Syria (ISIS), has dominated the agenda of the G20 Summit.
The latest surge of military activity occurred on the eve of the 70th anniversary session of the UN General Assembly. Whereas the bellicose rhetoric once sounded mostly from Azerbaijani officials (not because of any particular militancy on their part, but because the conflict is perceived as a national trauma), in the fall of 2015 the Armenian side also began to talk tough.
Unquestionably, no one likes to see a recession. It causes discomfort for industry and the public alike. But it also poses a unique opportunity that the government is attempting to seize. Through its efforts to expedite structural reform and diversify the economy, it is striving to ensure that Russia emerges stronger than ever. Indeed, making the right moves now will make it better prepared to ride the next economic wave and to avoid, or at least mitigate, future cataclysms.
One issue here cannot be ignored. The new round of violence in Nagorno-Karabakh is occurring against a background of reformatting the territory of the former Soviet Union. This process includes the changing of the status of Crimea and the civil strife in southeastern Ukraine, all with unpredictable consequences.
Many different projects to bring the Nagorno-Karabakh conflict out of deadlock have been proposed over the past two decades, starting from plans for a ‘territorial swap’ between Armenia and Azerbaijan, to a project to establish a ‘common state’ between Nagorno-Karabakh and the Republic of Azerbaijan. To date, the May 1994 Agreement, signed with Russian diplomacy playing the decisive role, remains in fact the only real achievement of the peace process.
