Russia voted in favor of U.S.-backed UN Security Council Resolution 2170, which condemns the action of extremist groups and takes steps to restrict the flow of money and fighters to them. Russian experts say that Russia’s support of the resolution should not be taken as an indication that Moscow has altered its position on U.S. action in the Middle East.
The United States and its Arab allies launched a series of airstrikes against ISIS in Syria, reportedly killing dozens of fighters. However, it is important to note that the U.S. took this action without a resolution from the UN Security Council – a step advocated by Moscow.
During the two wars Russia fought in Chechnya in the 1990s, the militants’ primary goal was to create a state separate from Russia. In the 2000s, however, the militant groups changed character and took on more explicitly religious goals and an ideology that shared more with the militant Islam of groups such as Al-Qaeda.
The United States is backpedaling – reducing the range of tasks, gathering the resources of its allies, separating the timeframes for reaching its goals. An authentic review of the priorities of American policy will occur if and when the resources of adaptation strategy are exhausted.
