In addition to Russian military airstrikes, Syrian President Assad’s visit to Moscow and the continuing Normandy talks over Ukraine dominated the Russian foreign policy agenda in October. October marked the first month of the Russian airstrikes in Syria against terrorist targets and also saw positive developments in the diplomatic process around Ukraine and Syria. Given these two ongoing international issues, some other important foreign policy events have been overshadowed.

This was a week that saw a number of important developments related to the Syrian crisis. On Oct. 20 Syrian President Bashar al-Assad arrived in Moscow aboard a Russian plane for an unannounced visit with the Kremlin leadership, and on Oct. 23, Sergey Lavrov and John Kerry met for talks in Vienna. Against the backdrop of these events, analysts and journalists carefully monitored President Vladimir Putin’s speech at the annual Valdai Forum.

The major Russian foreign policy news last week included new developments for anti-Russian sanctions, talks on settling the Syrian crisis, and publication of investigative reports as to the reasons behind the crash of Flight MH17 in Ukraine.

While Russian military operations in Syria received all the headlines, there were other important foreign policy developments in both Ukraine and Turkey. This past week, Russian diplomacy was occupied with three main areas – the nation’s military operations against the Islamic State of Iraq and the Greater Syria (ISIS), developments in Ukraine, and increasingly contentious relations with Turkey.  

Russia's increased military involvement in the Syrian crisis and the much anticipated meeting between Barack Obama and Vladimir Putin on the sidelines of the UN General Assembly in New York grabbed most of the headlines in September.

Russia’s image in the Gulf is rather negative. The source of this perception lies in Moscow’s reading of the Arab Spring. Russia has been skeptical about the nature of the revolts, which subsequently became a bone of contention between Moscow and the GCC. Since the beginning of the rebellions about five years ago, Russia gained the reputation of being a major spoiler in the Middle East. Russians see little hope in trying to improve their image among the Gulf states.

The results of the June 7 Turkish parliamentary elections clearly demonstrated that the Justice and Development Party (AKP) founded by Recep Erdogan runs out of support from the population. According to the interim results, the party received less than a half of votes. That will limit the Party’s ability to govern the state without paying attention to the other political forces’ viewpoints.

The USA and its European and Middle East allies often accuse Syrian central government of suppressing its own nation, sponsorship of terrorism and preventing humanitarian organizations from carrying out their activities. How fair such statements are and if they do rest upon true facts – all that can be unveiled thanks to the Western specialist on the spot, since they obviously cannot be charged with the “biased pro-Russian” standpoint.
