Meanwhile, Western politicians have interpreted the authorization vote and the action in Crimea somewhat differently than Russian experts. So far, however, Russian authorities have been unmoved by threats of sanctions and visa bans, possibly because the stakes of backing down on Ukraine at the request of Western governments are higher than staying the course, as long as a full-scale war can be avoided.
The U.S. State Department has advised travelers of a heightened terrorism threat, and warned tourists against stating their nationality in public or wearing any clothes that might indicate that they are American. There is, however, evidence that the threat is being overstated.
But things have not gone quite according to Putin’s plan. A number of Western politicians began talking about the need to boycott the Sochi Games – arguably over Russia’s “anti-gay propaganda” legislation – and indeed a number of VIPs have refused to go to the Olympics.
With more than 20 million Muslims and an observer status at the OIC, Russia clearly needs such channels. Now that it seems to be on the offensive in the Middle East, it certainly will try to make the most of them despite serious domestic constraints. The North Caucasus is becoming an integral part of Russian Middle Eastern policy, since many of Moscow’s initiatives in the region are driven largely by the imperatives of its own turbulent area. Be it Syria, the Kurds or Chechnya, Russia learns the craft of turning its domestic challenges into opportunities in the Middle East.
The United States is backpedaling – reducing the range of tasks, gathering the resources of its allies, separating the timeframes for reaching its goals. An authentic review of the priorities of American policy will occur if and when the resources of adaptation strategy are exhausted.
The causes of this division lie deep in history. Independent Ukraine has existed within its present borders only for the past 22 years. The state was formed by the Bolsheviks from different cultural parts. Some had been ruled previously by Russia and others, mostly in the West, had been part of Poland for centuries. The people of these regions have completely different perceptions of national identity and history.
It is most likely that, after 2014, the situation in Afghanistan will develop according to the “Iraqi Scenario,” repeating the series of events after the U.S. troops withdrew from that country. This means the continuation of terrorist activity against a background of a relatively stable central government that protects the state system without the help of foreign troops.
Over time, the Kurds established cultural centers in Russia’s two biggest cities, Moscow and St. Petersburg, to preserve their identity and culture. At the same time, their influence over regional sociopolitical processes remained fairly limited, thus keeping them off the radar of local officials. But with the ongoing war in Syria, tensions in Turkey and serious divisions in Iraq, the Kurdish issue acquires a greater international dimension for Russia.
